The understanding in Centrão is that President Lula (PT) will only secure more votes for his proposals in Congress if he capitulates to the Ministry of Health.

This is the folder, not the tourism file – which is also claimed – that the group wants to control. The reason is simple: health has one of the largest budgets on the Esplanade (about R$180 billion, compared to R$580 million for tourism). In addition, it is the main recipient of funds from parliamentary amendments.

For Centrão, the main obstacle to changing the health leadership is Alexandre Padilha (Institutional Relations), who was one of the sponsors of the appointment of Minister Nísia Trindade and Executive Secretary of the Portfolio, Swedenberger do Nascimento Barbosa.

For this reason, members of the group also advocate the replacement of Padilla, even if it is another member of the Labor Party – the preferred candidate, in the circumstances, is Senator Jack Wagner (PT-BA) – who, in a sign of good communication told him with Centrão, that There is “logic” in União Brasil’s demand for the dismissal of Daniela Carneiro, the Minister of Tourism who is part of the party but faces resistance from the party.

Padilla, however, is protective of Necia precisely because of the minister’s technical portfolio, and counts, for now, on Lola’s support.

On Wednesday (14), Wagueno (Republican), Daniela’s husband and Mayor of Belford Roxo, is supposed to meet with Representative Elmar Nascimento (Uniao-BA) and Mayor Arthur Lira (PP-AL) to discuss the matter.

One of the solutions discussed is for Daniela to remain in União Brasil and task the government with a more robust portfolio for the party.

But in Planalto today the possibility is seen as distant because health and education are more than powerful binders: they are symbols of government. Labor is not willing to hand over the “heart” of portfolios that “take care of the population” – in the minister’s words – to political dealings.
