Understanding of Aneel’s tariff flag system

In short, Aneel has a tariff flag system that adds fees to consumers’ energy bills. Specifically, tariff flags have three colors: green (which discourages additional fees), yellow and red (both of which apply additional fees to consumers).

  • green flag: There are no additional charges on the electricity bill because the condition of the tanks is positive and there are favorable conditions for power generation;
  • yellow flag: When the scenario begins to present unfavorable conditions, Aneel resorts to the yellow flag, with an additional charge of R$2,989 for every 100 kWh consumed;
  • red flag level 1 It takes effect when conditions are unfavorable, resulting in a cost boost of R$6,500 per 100 kWh consumed;
  • red flag level 2 The tariff is in place when the scenario becomes critical, with very unfavorable conditions and very high production costs of energy in the country. In this case, there is a cost of R$9.795 per 100 kWh consumed.

Aneel created the tariff flag system in 2015. In short, the system aims to make clear to consumers the costs of power generation in the country. In addition, it seeks to mitigate the effects on the budgets of energy distributors.

Reservoirs condition

According to the operator of the National Electrical System (ONS), the level of state reservoirs is at a high storage level, between 76% and 95%, depending on the region.

By comparison, reservoirs in the Southeast and Midwest, which account for about 70% of national energy production, were only 23.35% by volume in January 2021.

That year, the scenario worsened further and the level fell to 14.9% in September, which triggered the warning signal about Brazil’s inability to meet the population’s demand for electricity.

After this period of great difficulty, the Office for National Statistics expects the reservoirs of the country’s four subsystems to be closed in February at levels of more than 80% in all regions of the country, except the north.

The general manager of Aneel, Sandoval Vitosa, explained on Friday that the continuation of the green flag in 2023 confirms the expectations issued last year, which indicated that there are good expectations for maintaining the tariff flag without additional fees in the first months. . this year.

He said that maintaining the green flag in the country indicates that the electricity supply is sufficient to meet demand.
