As soon as the year 2020-2021, the classes of pre-kindergarten 4 years old will no longer be reserved for the underprivileged. All Québec school boards will have the opportunity to open.
This is provided for in the bill 5 of the government of the Coalition avenir Québec, which stresses that the deployment of such classes will be “without regard to the economic environment where they (children 4 years of age) live”.
The bill also provides that in the future, there will have to be enough kindergarten classes for all children 4 years of age. The school boards will have the obligation to provide the service for all, “beginning of the school year, the government will decide”.
This bill has pushed the opposition parties in question period on Thursday. The liberal Party and the Parti québécois are concerned about the lack of space in the schools to open such classes, and may doubt the willingness of parents to send their child to school from the age of 4 years.
The minister of Education, Jean-François Roberge, has countered that “children, this is not postal codes”, and that the academic difficulties may be present in all socio-economic backgrounds.
During the election campaign, the CAQ has promised to provide the kindergarten 4 years to all, hoping to release 50 000 seats in the various departments of Quebec’s child care.
