The author of the proposal, Deputy Oero Ribeiro
Bill 262/23, by Deputy Aureo Ribeiro (Solidariedade-RJ), allows public and private sector employees, active and inactive, to contract on a healthcare or insurance plan with a payroll deduction. The proposal is under consideration in the House of Representatives.
To make the action possible, the plan administrator must register with the agency responsible for paying the employee and expressly request the deduction. The monthly fee cannot be higher than the lowest amount charged by the operator.
With regards to Social Security retirees and retirees, it will be up to the National Supplemental Health Agency (ANS) to determine the rules for payroll deduction with the National Institute of Social Security (INSS).
The procedure aims to facilitate contracting with private health funds so that payment is guaranteed at the receiving source and a reduction in the worker’s monthly fees, as is the case with salary loans, which always offer better rates because there is practically no default. Says Representative Oero Ribeiro.
Procedure
