Lavrov made his statement last night amid fierce fighting in eastern Ukraine. The day before, the Russian president, Vladimir Putin, had said he was open to negotiations, as long as it was under the terms imposed by Moscow.
For that to happen, Ukraine must recognize Russia’s occupation of one-fifth of its territory.
“Our proposals for the demilitarization and demilitarization of the territories controlled by the regime, the elimination of threats to Russia’s security emanating from there, including our new territories, are known to the enemy,” the official Tass news agency quoted Lavrov as saying. The terms Moscow used to justify the invasion, which began on February 24.
Last week, during Ukrainian President Volodymyr Zelensky’s visit to Washington, the United States announced more than $1.85 billion in aid to Kyiv, including the deployment of air defense systems, which angered Moscow.
“It is no secret that the strategic goal of the United States and its NATO allies is to defeat Russia on the battlefield as a mechanism to significantly weaken or even destroy our country,” Lavrov told TASS.
The war has now entered its eleventh month, although Moscow planned a swift operation to subdue its neighbor. The heaviest fighting is currently taking place in the eastern provinces of Donetsk and Luhansk, which together make up the industrial Donbass region.
