EmploiDepuis this summer, employers must announce to the ORP vacancies if the unemployment rate reached 8% in a profession
Please announce, or rather to announce. Since this summer, Berne requires employers to deliver first to the regional employment centres (ORP) the positions to be filled if the rate of unemployment reached 8% in a profession (this threshold will be lowered to 5% at the end of 2019). As a measure to help the unemployed back foot in the stirrup.
What are the jobs that meet this criterion, at a time when the unemployment rate fell to 2.4% in Switzerland? Full employment, or almost… Why the rate reached 8% in these occupations, while it is often substantially lower for the industry as a whole (read the box)? Why some trades encounter difficulties? Dive in the list published by the State Secretariat for economic affairs (Seco), which includes approximately 34 000 people on the 106 000 unemployed in the country.
The big work in the sentence
We built a lot in Switzerland. However, the figures for the Seco put the professions of the building in the top of the list of those with a high rate of unemployment (over 15%). All of the construction trades, however, are not housed in the same boat. Help-erector scaffolding to the maneuvers of the building, the structural work would be more affected than the second implementation. In the field, there is a plethora of people, who have little training can easily find themselves without a job. Conversely, the qualified staff, the holder of a federal certificate of capacity (CFC) and/or experience in concrete, remains a commodity too rare. “We are struggling to find specialists for the jobs of the most advanced,” says an adviser to an investment in the building, anxious to preserve anonymity. “For example, it is very difficult to find metalworkers, machinists, millwrights, setters or plaquistes.”
The age and the painfulness of the building trades also play a role. “At 50 or 55 years, it can be difficult for a mason or a bricklayer bachelor to find a job,” says Charles Vinzio, director of the cantonal employment Office in Geneva. This is not all. SMES in the sector have also been attempted in recent years to reduce the sails in order to decrease the fixed costs. This has contributed to a rise in the rate of unemployment in the sector. It is known that the posted workers are legion in the construction.
“The companies maintain a core staff to respond to calls for tender, and in parallel call to placement agencies or sub-contractors,” said Charles Vinzio. To report that unemployed workers who take jobs in outsourcing, realizing those gains interim, remain inscribed on the tables of the unemployed. The situation is so contrasting in the building.
The restoration under pressure
The catering is also very affected. The kitchen staff are experiencing an unemployment rate of 8.4%. However, the giant Adecco is struggling to recruit. “In the restoration, there was a shortage of chefs of every type,” said Annalisa Job, communications director of the employment agency. Here also people found on the tile are less well-trained. The sound of a bell, however, is not the same everywhere. “We have in our databases chefs and skilled cooks,” points out Charles Vinzio.
The opening of the labour market between the european Union and Switzerland, as well as the difficulty of the occupation explain this high figure. “The timings of cuts and the working for the weekend make the profession difficult, confirms the specialist in geneva. And if a person can’t stand the pace, the boss can easily change your employee with the freedom of movement.” The salary would also be an obstacle. “A server which is not formed becomes a bit more of 3400 francs, which is not very rewarding,” he adds. A situation that is not of a nature to give rise to vocations, where a high rate of unemployment in the area.
The marketing and public relations suffer
Occupations in connection with the marketing are not in rest, with a rate of over 10%. But here also, the profile of the person is the decisive factor. Too many general practitioners no longer have the odds at the time of the all-digital. “The sector of the marketing and public relations is very exposed to digitalization,” underlines Annalisa Job. Specialists in digital marketing, are popular. “There is a shortage of candidates,” says the specialist.
The economic restructuring also had an impact. Of the bank to multinational corporations, positions in connection with public relations have melted. “When budgets are being reduced, companies are slashing in the communication and the marketing,” says Charles Vinzio.
The watchmaking industry also affected
The watch industry is also concerned by the reporting obligation, with a rate of 9.3%. Despite the current recovery, the slowdown observed in the sector of watches from 2015 has left traces. But then again, the profile of the candidate is crucial. “These are the small hands of the watch, that is to say, the non-qualified staff, those who perform one or two actions on a production line, who are most at risk,” details Charles Vinzio. The situation is not frozen in the field. At Adecco, we even talk of a start of shortage of staff, lack of qualified specialists. “We are operators in the watchmaking and mechanics case”, explains Annalisa Job.
It seems that when the economy is stormy, the key to resist passes through the specialisation and training. The good old CFC probably has still beautiful days before him.
