Gasoline rises for the sixth time without Petrobras raising the price. what happened?

The average price per liter increased from R$5.02 to R$5.05 in the week of November 13-19, an increase of 0.6%. According to the agency, the maximum value of gasoline held at the stations was 6.99 Brazilian reals last week.
But it wasn’t just gasoline. A liter of aqueous ethanol also increased, from R$3.79 to R$3.84 per liter, an increase of R$1.32%. In case ethanol, is the seventh consecutive rise in prices, after five months of decline. The highest value recorded for the week was R$6.97.
Already diesel The decrease in average value and increase in margin occurred for the second week in a row. The average price per liter decreased from R$6.59 to R$6.57, down 0.3%. The highest value found per week was R$7.89.
The gasoline hike is not coming from Petrobras
Higher prices for fuel sold to consumers at gas stations occur even though it does not come from Petrobras. The state-owned company has not raised the price of fuel sold to distributors since June.
How Petrobras calculates increments
Petrobras applies an international price parity (PPI) pricing policy. This model specifies that the state-owned company charges prices consistent with those practiced abroad when selling fuel to Brazilian distributors.
Today, Petrobras petrol is 1% more than the average price abroad. This is thanks to the drop in global oil prices over the past week. Meanwhile, the diesel price gap averages 5%, the Brazilian Association of Fuel Importers (Abicom) calculates.
